An Eddy County man has been arrested and charged with attempted murder after a dispute with his neighbor over… tumbleweeds. Reports show 57 year-old Phillip Earl Scott was arrested for allegedly shooting his neighbor on March 21st after he claimed the neighbor was throwing tumbleweeds onto his property. The unnamed victim was taken to Artesia General Hospital and was eventually transferred to an out of state hospital. His current condition is not known. As of Wednesday morning, Scott was listed as an inmate of the Eddy County jail, being held for attempted murder and aggravated assault.
